83 cents to get to Baltimore?

Does anyone hear the ridiculous tirades of the beggars in Downtown Annapolis as I do. I have an office on Inner West Street and almost everyday there is a person who begs for money while proclaiming they are not beggars " All I need is 83 cents to get to Baltimore". That argument might have worked in the eighties. Some of these beggars have been around for two decades. One in particular has asked me for money consistently for over 13 years. Back to the point: I consistently hear one of these cracked out panhandlers screaming expletives at one of the other beggars creepin on their turf or at some imaginary crack fairy they have created in their head. All I hear is Bleep Bleep Bleep Bleep. My point is "Nothing Happens". I thought that Annapolis wasn't going to tolerate this anymore. There are more beggars than ever and nothing is being done so I want everyone to make sure you do not give money to these people because its probably a bonus on top of the welfare check you've paid for every Friday for your whole working life. Am I the Only One?

5 cop cars and a patty wagon just hauled away a screaming lunatic at the corner of Church Circle and West Street at the Bus Stop. The man took his shirt of and started screaming and yelling. When the cops showed up and grabbed him he was really cooperative. Maybe he wanted to get locked up?
